This guide covers Theme 3 Economic Development, the third and final theme in Cambridge O Level Geography (2217), 2026 series (Version 3, exams available in the November series only). This O Level has an identical three-theme, 19-subtopic structure to Cambridge IGCSE Geography (0460).
Where this fits in 2217
Theme 1 covered the human side of the syllabus (population and settlement) and Theme 2 covered physical geography (the natural environment). Theme 3 brings the two together: it examines how people use natural resources and physical environments to produce goods, services, energy and food, and the economic, social and environmental consequences of doing so. It is the most case-study-heavy theme in the syllabus – seven of its seven subtopics each require a named, specific real-world example, more than either Theme 1 or Theme 2.

CAMBRIDGE O LEVEL GEOGRAPHY (2217) — THEME 3 ECONOMIC DEVELOPMENT
- 3.1 Development — indicators used to measure development (GNP per capita, literacy, life expectancy, composite indices such as HDI), inequalities between and within countries, the sectors of production (primary, secondary, tertiary, quaternary) and how their share of employment changes with development, and globalisation and its impacts. Case study required: a transnational corporation and its global links
- 3.2 Food Production — the features of an agricultural system (inputs, processes, outputs), farming types (commercial/subsistence; arable/pastoral/mixed; intensive/extensive), and the causes, effects and possible solutions to food shortages. Case studies required: a farm or agricultural system, and a country or region suffering from food shortages
- 3.3 Industry — the features of an industrial system (inputs, processes, outputs including waste), industry types (manufacturing, processing, assembly, high technology), and the factors influencing the location and distribution of factories and industrial zones. Case study required: an industrial zone or factory
- 3.4 Tourism — the growth of tourism in relation to physical and human attractions, the benefits and disadvantages of tourism to receiving areas, and sustainable management of tourism. Case study required: an area where tourism is important

Development indicators and sectors (3.1)
Candidates need to be able to use development indicators – not just name them – to compare countries. GNP per capita is an economic measure; literacy rate and life expectancy are social measures; composite indices such as the Human Development Index combine several measures into one score, which avoids the distortion of relying on a single indicator (a country can have high income but low life expectancy, for example). The production sectors – primary (extraction of raw materials), secondary (manufacturing), tertiary (services) and quaternary (research and information-based industries) – shift in relative size as a country develops: employment moves from being dominated by primary activity towards secondary and then tertiary/quaternary activity, a pattern the syllabus expects you to describe and explain, not just recall as a diagram. Globalisation is examined through the role of technology and transnational corporations, the economic factors driving it, and its impacts at local, national and global scale – which can be both positive (investment, jobs) and negative (loss of local control, environmental cost), and a strong answer weighs both.
Food production and industry (3.2, 3.3)
Both subtopics use the same systems approach: inputs, processes and outputs. For farming, inputs split into natural (relief, climate, soil) and human (economic and social) factors, and the syllabus expects you to explain how these combine to determine the scale, organisation and output of a farming system – commercial versus subsistence, arable versus pastoral versus mixed, intensive versus extensive. Food shortages have natural causes (drought, floods, tropical storms, pests) and economic/political causes (low capital investment, poor transport and distribution, conflict), and candidates should be able to describe both the negative effects of shortages and the measures used to increase output or provide relief. Industry follows the same inputs-processes-outputs structure, but the outputs include waste as well as products, and the location factors examined are land, labour, raw materials, fuel and power, transport, markets and political factors – a specific named industrial zone or factory must be used to illustrate how these combine in practice.
Tourism, energy and water (3.4, 3.5, 3.6)
Tourism is examined through growth (why an area attracts visitors, combining physical and human attractions), impact (benefits such as income and employment weighed against disadvantages such as environmental damage or cultural disruption), and management (what makes tourism in an area sustainable rather than damaging over time). Energy content requires knowing the main supply types – non-renewable fossil fuels (coal, oil, natural gas), renewable sources (geothermal, wind, hydroelectric power, wave and tidal, solar, biofuels), nuclear power and fuelwood – and being able to evaluate the benefits and drawbacks of nuclear and renewable sources specifically, since these are the two the syllabus singles out for evaluation rather than description alone. Water content covers supply methods (reservoirs and dams, wells and boreholes, desalination), the proportion of water used by agriculture, domestic and industrial users at different development levels, and the causes of water shortages together with the case for careful management to protect future supply.
Environmental risks of economic development (3.7)
This closing subtopic draws the whole theme together: economic activities across food production, industry, tourism, energy and water all create environmental threats, named in the syllabus as soil erosion, desertification, enhanced global warming, and pollution (water, air, noise and visual). Candidates must be able to describe these threats locally and globally, and demonstrate understanding of why sustainable development and resource conservation matter as a response – this is the subtopic most likely to be examined by linking back to a specific process or industry covered earlier in Theme 3.
How to approach it
Because six of Theme 3’s seven subtopics require a specific named case study, the single biggest risk is having only a vague, generic example in mind rather than real, place-specific detail you can write under exam conditions – a case study can be reused across subtopics where it genuinely fits (for example, the same transnational corporation could partly support both 3.1 and 3.3), but each one still needs concrete facts, not just a country name. Learn each subtopic through its systems structure (inputs, processes, outputs) rather than as a list of facts, since Paper 1 questions are built around explaining how and why these systems work the way they do, not simply naming their components. Where a subtopic asks you to evaluate (energy, tourism), practise weighing benefits against disadvantages explicitly rather than describing only one side.
